Citizens file county complaint after cat euthanized

Group says a rescuer was on the way; county says deadline wasn’t met

Several cat-lovers are requesting Los Angeles County officials investigate the euthanasia of a cat at the Castaic Animal Care Center last weekend, alleging the act was misguided and unnecessary.

At least four individuals contacted the Los Angeles County Office of County Investigations to ask for an official review of the matter, according to emails forwarded to The Signal this week.

The Office of County Investigations confirmed it received the complaints. Personnel will review the allegations to see if they merit further investigation.

The allegations surround a cat named Bella, who was euthanized at 5 p.m. Saturday. Bella was delivered to the Castaic shelter Feb. 9 by owners who said they were allergic to the cat, said Evelina Villa, a spokeswoman for the county Department of Animal Care and Control.

That same day, Bella bit someone who was working at the shelter and attacked a second person, Villa said.
Because of this, the cat was designated “rescue-only,” meaning only recognized animal-rescue organizations could adopt her from the shelter, Villa said.

The cat also later developed a respiratory infection while at the shelter, Villa said Thursday.

A rescue organization contacted the shelter about adopting Bella but its members never followed through by arriving at the shelter to collect the animal, Villa said.

She said the shelter extended the adoption deadline for Bella twice before making the decision to euthanize.

“We gave the organization ample opportunities to come and get this cat and they did not follow through on their commitment,” Villa said.

But Bridget Alves, a former county shelter volunteer, tells a different story.

Alves is involved with a group called Pet Connect.US, which organizes adoptions in Southern California. She said multiple rescue agencies contacted officials at the Castaic shelter to express interest in adopting Bella.

Among those was a group called Helping Persian Cats.

The group reached an agreement Saturday to adopt the cat and pick her up the next day, Alves said. But the agency received a call Saturday that Bella was scheduled to be euthanized later that day.

A representative from the group tried to drive from Tarzana in time to reach the shelter but was unable to do so, Alves said.

“Basically, they killed a cat with a rescue on the way,” she said. “It was wrong and inexcusable.”

Adrienne Hagen, who tried to make the trip from Tarzana in time, said she has never run into this kind of situation before.

Hagan did confirm the shelter had extended the adoption deadline prior to the cat being euthanized on Saturday.

“Usually they (shelters) are willing to work with you and they hold the cat until you can get there,” Hagen said.

According to state law, shelters must hold an animal for four to six business days before it can be euthanized.

Villa said the Castaic shelter has a good track record for pet adoptions. In the 2011-2012 fiscal year the shelter adopted out or returned to owners 1,167 cats and 2,488 dogs, while euthanizing 412 cats and 544 dogs, Villa said.

“We far exceeded what the law says,” Villa said. “We made every effort in this case and they didn’t show up, unfortunately, and we didn’t have the space.”

They should have just given the cat to PETA. Oh wait, I remember now, PETA euthanizes almost all of the pets it "rescues" from shelters.

The ironic thing is that handling this complaint will probably cost the Castaic shelter enough money that they'll have to euthanize other cats as early as legally allowed. Way to go, "cat lovers."

Villa is lying about no space. There were MANY empty cat cages. Their website says they will keep cats and dogs for up to several months if there is room. What happened here? There WAS room. I know someone who volunteers there and I guess this guy Omar who runs the Castaic shelter will come in and say something like "lets empty the pit cages today". This means kill all the pit bulls. Not because there is a room issue. There are empty cages available.

Omar spoke to the woman on the way in her car and she told him she was driving there to pick up the cat. She said she might not make it before 5:30 because of traffic and the officer Omar told her that if she was not there at 5:00 they were killing Bella. Bridget Alves helped me pick out 2 cats from the shelter. She does so much for homeless cats and dogs. She foster many in her own home. Great lady.

As far as biting someone, cats bite. So what. Especially when they are scared. My cat who is my sweetie will take a nip when she is tired of being petted. The people who turned her in said she was gentle and good with children and dogs.

The northeast valley shelter I believe last year or the year before gave their facility over to a rescue group to run a no kill shelter. They rescue animals from high kill shelter all over the county. I had heard there was some attempt being made to have our shelter be a no kill shelter. Well maybe now is the time.

I was unclear, Bella was the cat who was described as "good with children and dogs". This was NOT some rabid animal. Just a scared kitty. Only 2 years old.
My kitty loves only me :)and only barely tolerates other people and certainly not kids or dogs. No reason to kill her!

We got rid of the county library, let’s get rid of the county shelter and run our own in SCV. The rescue org's are willing to help run them like the Northeast Valley one they took over. It is now in Mission Hills and they do great work.

Right now they only have 3 cats lost, 6 cats up for adoption and 33 cages total. Only 9 cats there and room for a total of 33!!! Why was there no room for Bella? Because Omar is an a** that is why.

spokes hole who is trying to cover Omar's butt!!

Fire or replace Omar!! Then get rid of the county Shelter and have a local run SCV shelter to care for our lost animals. The county is inept and they are lying!!

Why don't you blame the original owners for not finding a home for the cat! They are the real bad guys in this. Typical loser of a family that obtains what they think they want and when they get it, see that it is too much work and discard the pet.

My name's Amanda Gillen, and I am a local veterinarian @ Advanced Care Animal Hospital.

I contacted Castaic shelter on that Saturday, and spoke to Sgt. Hoslett about adopting Bella. As I am not a rescue, I was told I would have to have the adoption cleared by the shelter manager on Monday, but that Bella would be placed under my name, and not euthanized, until the manager had the chance to talk to me to clear the adoption.

As I am a veterinarian, and licensed and experienced to work with all types of animals, you figure out if it makes sense to have to be "cleared" to adopt a cat that may bite, when a rescue can adopt her.

Nonetheless, I said I would be there Monday to talk to the manager, and get Bella, if I was "cleared".

An hour later, I received a call from the same Sgt., and was advised she was under strict orders to euthanize Bella at 5pm, and I could not adopt her since the manager wouldn't be there until Monday.

In spite of having a potential home with a vet before 5 pm on Sat, a rescuer on the way who only knew about Bella 2 hrs before, and who had, as I had, been initally told Bella would be kept until at least Monday, but who told them she'd be there before 5:30 pm nonetheless when she also received the contradictory call about her impending death at 5pm, Bella was killed at 5 pm.

This was not only an unnecessary loss of life, and a blatant travesty of what a "shelter" is suppossed to be, but also an abuse of power, and a huge waste of your tax payer dollars, in an almost empty cat room at the shelter.

Those are the facts. Whether you think it's much ado about nothing, or whether you see it as a tragedy, depends on your point of view.

I do blame the original owners as well. People need to understand what a forever home is. Animals are a lifetime commitment.

I blame Omar the most. I don't think the original owners would have killed Bella knowing that someone was on the way to pick her up.
That takes a special kind of evil. You know the kind of people with dead eyes.

Oh, and also, they have a "cat house" where several cats can live as well as the cages. This means even more room is available.

Right now they are doing some construction by the dog cages. They have closed an entire length of cages so they don't bark at the workers. I hope they are not killing dogs so construction workers don't get barked at.

Amanda Gillen regarding the events of that day leading up to Bella being killed. Maybe they will believe her since she is a local vet (and a great one too I am told) and not just some "volunteer animal lovers".

This article and the comments may provide a chance for a little education, as well...

County animal shelters probably should not be the first choice for those who find themselves, for whatever reason, having to give up a pet. Assuming friends and family are unable to take the pet, I would *highly* recommend contacting a rescue organization directly to see if they'll find a home for the animal. There are boatloads of these organizations around, most (but not all) breed-specific...but oftentimes even the breed-specific ones will help you find the right group for your breed (even if it's a mixed-breed), or suggest alternates.

The county shelters have a place, and can serve a good purpose (if properly managed) in housing (temporarily) lost pets until their owners claim them, dealing with strays, etc. But I wouldn't recommend them as a starting point.

If you find a stray or lost animal, nowadays many of the vets can scan them to see if they are microchipped, and if so, you can get ahold of the owner directly and arrange to return the animal to them.

Of course, one key is to not get a pet if you're unable or unwilling to care for it, but I do understand that in very tough economic times, sometimes people are placed in very bad situations where they must find a new home for their pet. Personally, I would never do that, come hell or high water unless it was to place them with a very trusted friend or relative, but it's hard to pass judgement on people not knowing the full story.

Just some info for people to consider...and the other half of that is...if you're looking for a pet, try the rescue organizations, too (as well as the shelter). Lots of very good, loving animals out there in need of a new home.

Steve, the stars must be in some crazy alignment because twice now this week, I agree with you! I too wondered why they chose a shelter, there are literally hundreds of rescues and places even like the Gentle Barn that can help out and are guaranteed pretty much not to kill your pet. I too, would live under a bridge with my 14 year old lab before giving her away, but it is hard to judge others for circumstances many of us, thankfully, cannot relate to.

so now they are supposed to use non lethal force when encountering mountain lions but they kill a little kitty?
And remember there was local Vet who wanted to adopt her and a rescue group driving as fast as they could to get there before Omar's deadline. There should be cruelty to animals charges gor this.

If Pasadena and other cities have no kill shelters why don't we?

Bella did not bite Omar but a couple of others. She was terrified and in heat. I wish she had mauled Omar!
Really though, did you see Bella's picture. A very small cat. But they try to make it sound like she was some pit bull on a rampage. My very small 4 year old cat has "short man syndrome" even though a female and is known to take a bite every now and then. Not a big deal at all.

I didn't say Bella bit him - I said "I bet he was mean to her" (maybe tossed her around) where Bella couldn't rebel at HIM. But the next person(s) that came in contact with her, AFTER already being frightened, she nipped at them.

Another thing about a scared cat... I enter my neighbors house while they are frequently out of town. They want me to supply the food/water. The problem is that the cat is in a bedroom, so when I open the door to feed it, the cat gets real nasty and immediately lifts up her paw like she wants to scratch/mutilate my face and rants with her voice when I enter. This happens EVERY single time - and I've been doing this for years and year for them. But, when I am there for a neighborly visit or dinner, the cat loves me!

Sgt. Hoslett is also to blame. What kind of person follows this type of order? I would have taken the cat home myself and kept her for the Vet even if against the rules. Using the fact that you were ordered to do something morally wrong so you did it is no defense as far as I am concerned. What about staying a few minutes late and saying they got there in time. A little white lie to save a life. Works for me. Or going way over Omar's head to get someone with an ounce of sense and heart involved? You can bet this would not have happened if I was in the sgt.'s place.

I bet Omar was one of those kids that hurt animals when he was younger......and no body paid attention to those signals. Sure hope this community pays attention. Off to write my letter to the peeps in charge....maybe if we all did the same and just asked for an investigation into this matter......we just might save the next animal on Omar's list.

By the way, sreilly, give me an address to write a scathing letter to. I want to go "over this local shelter's head" because things don't get resolved when they "stay within" the local department. Too much "buddy buddy" crap that goes on while covering everything up.

I think that people here on this site know that I'm not short of words when I need to put attackers in their place. So, I'll use that "gift" to blast Omar. Maybe, and hopefully, we'll ALL read that Omar joins the unemployed!

@Dr.Gillen - thank you for being the caring, loving veterinarian that you are. You are indeed a very needed doctor for the Santa Clarita community. I know that I would even go out of my way to let you provide medical care for my animals, even if I lived further away. However, my family just recently lost our K-9 to cancer, and we're still devastated and hurt so bad that we just cannot adopt an animal right now. But, I promise you, when that time comes, and we adopt another animal, I will gladly patronize your services!

Also Dr., just one small request. If there are EVER patients who need specialty care, that might be more than what you would normally provide, please refer your customers to a "not so distant" animal hospital in West L.A... Or, maybe they need a second opinion for their pets diagnosis, and you could send them there. We went there for eleven years because a local SC Animal Hospital totally mis-diagnosed her and almost gave her a death sentence when she was so young... Please refer to: http://www.cah-pets.com/

@sreilly - Thanks! I knew of the Long Beach Division, because that's where we send our yearly license renewal fees to. So, now that you provided Marcia as the contact, my letter will be directed to her as well... I hope she gets bombarded with complaints and seriously investigates this! Omar had better not just get a verbal smackdown. I would prefer that he is terminated; because to me and my wife, anything less than that is moot. Problem is, they are probably union employees which will shield Omar from termination! However, I would still prefer that Omar gets euthanized! You know, an eye for an eye!

We're planning on putting this letter together right after dinner. So, Marcia, if you're reading this, one more disgruntled animal lover and tax payer will send you a formal complaint!

Great that letters , calls, etc. are being made. I emailed Kenneth Hahn. His email info is avail on the shelter website. Not sure how effective thisvwill be. I will also use the contact info provided above. I will spend tomorrow ratteling as many cages as I can. I contacted KBET on Friday too. I will follow up with them. I suggested they interview Bridget Alves who is so involved in animal rescue in SCV to get the full story.
At the very least we should get someone else assigned to our local shelter. The community has lost faith in his ability to run this shelter. We still need to have the city council persue a no kill shelter.

The Signal should do a survey to see how many in this valley want it. Then the city council should look atbhow it can work with existing animal rescue org's in and around SCV.

whataplace: Great, Great, Great..........love when a plan and people come together!!! Hopefully we have a real animal lover receiving our letters and they will do the right thing......investigate our concerns and take whatever necessary action to insure this doesn't happen again.

LOL not to worry about the mistakes........got a new computer and cell phone last week and having major issues with both........probably my fault actually, but I'm doing the Progressive dance on this one and just deflecting the truth!!!!! It's technology's fault.....not mine!!!! LOL

Also the local community is very supportive of the animals at Castaic shelter. They donate lots of food toys beds etc. So my sources tell me there was lots of room, food, and volunteers for Bella. Her little cold had been taken care of with antibiodics and she was a healthy little 2 year old cat.

I am sure the city council will find the community will be even more supportive of a no kill shelter and will continue to donate time and money.
