$1.4B renovation of L.A. County jails proposed

LOS ANGELES (AP) - A proposed $1.4 billion plan to modernize two Los Angeles County jails, including the huge downtown lockup where there have been allegations of inmate abuse, is being promoted as a way to increase safety and lower operating costs.
