Antonovich claims electronic monitoring short-circuits public safety

LOS ANGELES COUNTY - As the state continues to grapple with proposed budget curtailments to the Department of Corrections and Rehabilitation and the recent ruling by the three-judge panel on prison overcrowding, Supervisor Michael Antonovich says the state plan to release prisoners and place them on electronic monitoring threatens public safety.
