Scratching my head

Is anyone else as puzzled as I am over The Signal's endorsements for the WIlliam S. Hart Union High School District board? After talking about problems for which the board should be blamed, The Signal endorses incumbent Paul Strickland, by claiming that he was a greater part of the solution than the problems.
