There is a real horse race in place for the 38th District State Assembly seat, which will be vacated by Cameron Smyth in 2012 when he terms out of office. There are currently four candidates who have indicated they will be running to fill that seat: Republicans Patricia McKeon, Scott Wilk and Paul Strickland and Democrat Edward Headington.
Most don't yet recognize the profound change that California voters enacted on June 8, 2010. Proposition 14, passed on that day, scraps the primary runoff system. The old election process once identified the top candidate of each political party. This was replaced with a new system that nominates the top two nominees for the general election by popular vote, regardless of party affiliation.
