Supervisors approve motion to boost 'puppy mill' enforcement

LOS ANGELES COUNTY -- To reduce animal cruelty and high taxpayer costs associated with the over-breeding of pets at facilities commonly referred to as "puppy mills," the Los Angeles County Board of Supervisors unanimously approved a motion by Supervisor Michael D.
