Well, now we have clarity on the Cemex mine issue: Rep. Howard "Buck" McKeon, R-Santa Clarita, stated in The Signal's interview with him ("McKeon: Cemex options waning," Nov. 10) that he cannot introduce legislation necessary to reach agreement on moving the proposed mine to another site because the GOP's House of Representatives leadership considers this common-sense piece of vital legislation an "earmark," and by House Republican rules, "earmarks" cannot be introduced for consideration.
