In an article this week in The Signal, Rep. Howard "Buck" McKeon, R-Santa Clarita, cites the Republican ban on earmarks for his failure to introduce a bill into the House of Representatives which would engage Cemex in a land swap to prevent mining in Soledad Canyon. In the same breath he praises, then chastises the earmark ban.
