Government should take responsibility

Now is the time for Arizona to cross-complain against the federal government to pay for all the state service costs caused by the government's failure to enforce its own laws. It would appear that the government must have to allege that they are responsible for enforcement of all immigration laws and rules, and therefore would be admitting responsibility for costs of not enforcing its own rules.
