Local groups file complaint against water agency

Two local advocacy groups have filed complaints with the California Public Utilities Commission alleging the Castaic Lake Water Agency’s December acquisition of the Valencia Water Company is illegal, according to documents.

The primary reason for the complaint, filed by the Santa Clarita Organization for Planning and the Environment, SCOPE, and the Friends of the Santa Clara River, is that officials failed to get prior approval from the Public Utilities Commission before agreeing to the acquisition.

Failure to do so is a violation under state law, the groups allege.
