Agency wins award

Castaic Lake receives national recognition

In hockey it's a called a hat trick.

For the Castaic Lake Water Agency it's the third consecutive national award for having prepared an exceptional budget.

Valerie L. Pryor, the agency's Administrative Services Manager, and Controller Carlos V. Corrales, are credited with winning a national award for the agency from the Government Finance Officers Association for their exceptional budget.

"It took a few years of hard work to achieve this," Pryor said.

The finance officers association presented its Distinguished Budget Presentation Award to the agency for having prepared an exceptional budget for the last fiscal year.

"I think it's great because a well-prepared budget helps us meet the needs of our customers," said agency General Manager Dan Masnada.

"This budget is not just a bunch of numbers," he said. "This budget represents our organizational structure, the various plans in place, the fiscal year and our strategic plan."

The award reflects the commitment demonstrated by the agency and its staff for having met the highest principles of governmental budgeting.

In picking a winner, the association examines four main aspects of putting together a budget. They include: a policy document; a financial plan; an operations guide and a communications device.

The Government Finance Officers Association is a nonprofit professional association serving 17,500 government finance professionals throughout North America. Its Distinguished budget Presentation Awards Program is the only national awards program in governmental budgeting.
