In 1999, Whitney Canyon was added to the Rim of the Valley Trail by Assemblyman George Runner's AB 339. Elsmere Canyon was left out of that bill to allow for the possibility of building a landfill. Since then, ownership has changed and a landfill is no longer planned.
Elsmere Canyon is enclosed by the Rim of the Valley, and AB 110 cwould complete what was started with AB 339 in 1999.
