Gov. Brown signs overseas military voting bill

Gov. Jerry Brown gave his signature to a bill Friday aiming to protect voting rights for military members serving overseas.

The bill, which was initially sponsored by Assemblyman Jeff Gorell, R-Camarillo, directs the secretary of state to implement and develop ballot-marking technology. Secretary of State Debra Bowen is already in the process of reviewing a potential online voting system, to ensure that military ballots are received and counted correctly.

Currently, all ballots must be filled out by hand and mailed in order to be counted in an election. According to statistics from the Federal Voting Assistance Program, almost half of all incidences of absentee voting failure are due to ballots either not being received on time or not being received at all.
