Appeals court overturns LA no-layoff pact

LOS ANGELES (AP) — An appellate court has overturned a settlement that allowed the Los Angeles Unified School District to bypass seniority when laying off teachers at 45 of the district's lowest performing schools.

The decision, handed down Friday, invalidates a 2010 agreement on the grounds that teachers union United Teachers Los Angeles did not have a proper say in the settlement. The court says the union is entitled to a trial.

The American Civil Liberties Union said Friday that it will ask the state Supreme Court to take the case and the agreement remains in place until then.

The ACLU filed the lawsuit on behalf of students who said their educations were being harmed by constant layoffs. Layoffs tend to hit inner-city schools the hardest because they often have the least experienced teachers.
