California Highway Patrol officers stopped a black Chevy Suburban towing a black Toyota Camry with five people inside on southbound Interstate 5 Friday evening, according to a CHP report.

The Suburban was towing the Camry by rope, the report said. Towing any vehicle containing passengers is a violation the California Vehicle Code.

"It's unsafe," the report noted.
