What is wrong with historical ordinances?

They fly in the face of private property rights, that’s what.

The way the Newhall version was written is a prime example. Those 49 or so properties owned by individuals would have been almost impossible to sell if saddled with the ordinance.

Due to public outcry, the list is down to about seven properties. That is still too many.

To make it fair, the city should at least offer to assume the mortgages. Even then, what happens if the residents want to move? 

I’d suggest a “opt-in” condition only with a city offer to buy the property at a price the owner couldn’t refuse. When they move, the city then leaves the property vacant, but treats it as a museum. It would be city property from then on.
