How will chloramine levels effect wildlife?

Regarding the recentater main break in Valencia, I am curious to know what - if any - measures were taken to filter the water of chloramine before the water reached the storm drains, as this particular break was near the Santa Clara River.
Does anyone know how this kind of incident should be handled so that stickleback, amphibians and other aquatic species are not impacted?
I am curious about this, as we have all been told not to use this water in our ponds, our aquariums, without first removing the harmful chloramine levels in the water.
