All library bids are off

Santa Clarita rejects all bids from construction companies seeking to build the new Newhall library,

It’s back to the drawing board for all those construction companies who put in a bid to build Newhall’s new library.

Earlier this week, City Council voted to reject all bids received by city staff and to advertise again for the right builder for the job.

When Public Works staff learned that the lowest bidder — and a number of other bidders as well — did not submit certain required documents with their bids, they decided to call all bets off.

“This is by far the largest public works project the city has ever undertaken,” said city spokeswoman Gail Ortiz. “The library is a very important part of the re-development of Old Town Newhall.”

The city began accepting new bids Wednesday and will open those bids 30 days from that day, Ortiz said.

In November 2005, City Council approved the Downtown Newhall Specific Plan in an effort to transform Old Town Newhall into a thriving, mixed-use, pedestrian-oriented urban village.

The new library is expected to “visually anchor” and define the north end of Main Street.

In May, City Council approved a 30,000-square-foot, two-story building and in August began the looking for the right builder.

An invitation to bid was published three times in August, eliciting 26 bids.

City Council learned Tuesday, if the City were to proceed to award the contract to the next lowest responsive bidder, who did provide all of the required bid documents, the cost to the city on this project would be at least an additional $1 million.

The extra cost prompted staff to recommend the Redevelopment Agency reject all bids and “re-advertise” for bids.

As preparation for library construction, the Redevelopment Agency awarded a contract to R.C. Becker & Son Inc., for rough grading.

This work is in progress and includes the excavation and compaction of the soil supporting the building and parking lot areas.
