Measure to end state raids makes November ballot

The California Secretary of State announced Wednesday that a measure to prevent Sacramento lawmakers from taking local government money made the Nov. 2 ballot. To fix its $19-billion budget shortfall, the state has been taking money from local governments, including the city of Santa Clarita.

The Local Taxpayer, Public Safety and Transportation Protection Act of 2010 would block the state from borrowing from city coffers.
