Census problems

There have been various editorials and columns about the census and how many people have or haven't sent their census in.
How is it that people could have responded prior to April 1, which is the date indicated in the very first question asking how many people live in the home on that date?

I don't believe anyone can foresee the future, and therefore could not have been able to fill out the form until that date. It would appear all people that had responded prior to that date were only speculating on what they expected to be true.

I, for one, try to abide by the rules and answer as correctly as possible. Now, I hear on TV that if you don't send it in by April 1, you are late.

So that gives everyone in the country only one day to complete the form and get it mailed. It would appear that again the government doesn't know what it is doing, or doesn't read what it writes.

Why should I be surprised?
