The five members of the committee will be sworn in by the city clerk followed by a speech from Mayor Laurene Weste, said city spokeswoman Gail Ortiz.
The committee will not be considering issues at the meeting, she said.
Committee members will elect a chair and vice chair before adjourning to a small reception, Ortiz said. The meeting was kept short intentionally because two committee members have prior commitments and need to leave early, she said.
The arts commission will begin meeting regularly at 6 p.m. every third Thursday of the month in the city council chambers.
The second arts commission meeting will be on Jan. 21.
