Recap: Hart district board's Oct. 7 meeting

Here is a summary of the William S. Hart Union High School District's governing board meeting on Oct. 7:

Measure V funds extensive list of projects
Commitments totaling almost $174 million have been completed or are nearing completion, thanks to Measure V school construction bonds approved by voters in 2001.

Voters approved $158 million in bonds, which grew to $173.8 million with interest earned over the seven-year period. Completed projects include work at West Ranch and Golden Valley high schools and their athletic fields, a gymnasium at Rancho Pico Junior High, ROTC building at Valencia High School, design for performing arts centers at Saugus and Canyon high schools, modernization at Canyon and Saugus high schools and Arroyo Seco Junior High, athletic fields across the district, and preliminary work toward a high school in Castaic.

Modernization at Placerita Junior High is virtually completed, as are theater improvements at Golden Valley and West Ranch high schools and the new University Center home of Academy of the Canyons and Learning Post. Projects underway and proceeding on schedule and at or below budget are modernization programs at Hart High School and Sierra Vista Junior High.

Classified Employees of the Year recognized
The Governing Board recognized 17 non-teaching staff members selected as Classified Employees of the Year by their respective sites.

Honorees include: Kurt Bradbury, Academy of the Canyons/Learning Post and Rancho Pico Junior High; Margaret Cardenas, Administrative Center; Jesus Hernandez, Arroyo Seco Junior High; Jeannie Brockmeyer, Bowman High; Kathy Rehder, Canyon High; Dede Bradford, Career Visions; Donna Nagler, Golden Oak Adult School; Tom Cowan, Golden Valley High; Irma Vidal, Hart High; Jan Lynch, La Mesa Junior High; Helio Gudino, Placerita Junior High; Patrick Kelley, Rio Norte Junior High; Jill Coughlin, Saugus High; Bonnie Hoder, Sequoia Learning Charter; Laura Schmidt, Sierra Vista Junior High; Maria Palaikis, Valencia High; and Martha Hernandez, West Ranch High.

Honorees received certificates from the Governing Board, will be guests at an awards luncheon later this month, and will have their portraits on display in the Administrative Center for the next year.

Student Board member welcomed
The Hart District welcomed newly elected Student Board Member Taylor Arnone from Hart High School. He was elected by members of the Student Communications Council, which represents student leaders from all Hart district schools. 

Arnone has been active in orchestra, drama, auditorium stage crew, volleyball and golf teams, Associated Student Body (student government), School Site Council, District Advisory Committee, Student Communications Council and Young Republicans Club. Taylor will represent the student point of view at Governing Board meetings, casting an advisory vote on all issues before the Board.

Organizational meeting set for Dec. 9
The board officially adopted Wednesday, Dec. 9, as date for its annual organizational meeting. The agenda that evening will include installing newly elected Governing Board members, electing board officers for 2010 and making appointments to various committees and organizations locally and across the state.

Personnel commission intends to reappoint member
Personnel Commission members appointed by the Governing Board and the classified employees' bargaining unit have announced that they intend to reappoint Commissioner Karen Martin when her term expires Dec. 1. The timeline allows for a 30-day waiting period and a public hearing before the actual appointment can be made.

County approves district budget
Board President Steve Sturgeon reported that he has received a letter from Los Angeles County Office of Education notifying the district that the county has approved the Hart district's 2009-10 budget.

The budget was initially disapproved because the district could not show that it would be able to meet its bills for the next three years. Thanks to favorable negotiations with all employee bargaining units, the budget is now in the black for this year and the 2010-11 school year, and provisionally accepted with a projected $14 million shortfall in the following year.

The district is anxiously awaiting the Governor's annual message in January when he could announce further funding cuts to schools if the state's financial status fails to improve. The district will still need to find a way to make up the projected shortfall in 2011-12 and any additional shortfalls that may result from possible further funding cutbacks from the state.

Board bylaw revisions approved
The board approved a final set of revisions to its bylaws, capping an extensive project to bring board policies and bylaws up to date. Board members Pat Hanrion and Paul Strickland took on the task and gave special thanks to Jane Sifers in the Assistant Superintendent's office for her support.
