Annexation study released

Bottom line: Following months of delays, a study is out offering information on joining the city of Santa Clarita. Residents of communities west and north of Santa Clarita will choose governing options in November.

With Friday's delivery of a long-awaited report on annexation of the Santa Clarita Valley's unincorporated communities, the debate over governing options enters a new phase next week.

"I'm happy we've gotten the report," said Dave Bossert, West Ranch Town Council member. "I believe with the amount of information out, people can make a decision."

Residents of the unincorporated communities of Stevenson Ranch, Westridge, Castaic, Val Verde and Tesoro del Valle will be asked in November to vote for three choices: To remain in the unincorporated county, to join the city of Santa Clarita, or to form their own city.

The vote on Nov. 3 is nonbinding but will help guide future of governance, Bossert said in June.

The annexation report is the second report on governance for the area. The initial feasibility report analyzed whether the communities could form their own city. The newest report will provide a contrast in the options available to voters, Bossert said.

Both reports were plagued by delays. The annexation report promised to be delivered prior to a pair of June informational meetings on the governance issue. The report was not delivered in time.

The annexation report was delivered to the city in early July, but was not released to the general public at the time.

Rosalind Wayman, field representative for Los Angeles County Supervisor Michael Antonovich, explained in July that the draft lacked an options comparison, which would contrast the fiscal impacts of incorporation, annexation or remaining in the county's unincorporated area.

Antonovich's district includes the Santa Clarita Valley.
