Residents of the Los Angeles Retarded Citizens' Ranch in Saugus return to their villas to prepare to go bowling Tuesday afternoon. State budget cuts amount to a loss of about $100,000 a year, roughly 3 percent of the ranch's budget. Numerous programs will be eliminated at the ranch due to these cuts.
