Two engineering design firms merge

Hall & Foreman Inc. of Tustin, with an office in Santa Clarita, is merging with David Evans and Associates Inc.
David Evans and Associates of Portland announced the merger Monday as allowing the firm to expand its presence in

Southern California. It currently has four offices in the market area.

Upon closing the transaction, Hall & Foreman became a wholly-owned subsidiary of the parent company of David Evans Enterprises.

Founded in 1961, Hall & Foreman provides civil engineering services for projects as diverse as private development and public infrastructure that range from due diligence and conceptual studies to a full scale of engineering services.

The new parent company, has spent 35 years working on “unique and innovative design services for transportation, water, land, energy and marine infrastructure systems,” the company said in a statement.

David Evans Enterprises has 20 offices in eight states. Hall & Foreman has five offices in Southern California.

“The merger provides us with the opportunity to more than double our staff in Southern California,” said Al Barkouli, CEA chairman and CEO.

Each firm said the specialties of the other company allow it to offer a full complement of services.
