Carousel liable

After reading the article "Carousel Ranch bill for Buckweed Fire goes up in smoke," published April 14, concerning Carousel Ranch's $2.9 million bill for the cost of fighting the Buckweed Fire, I'm unclear why Ms. Tomey, the ranch's director, should be shocked.

The article states that the fire was set by a "10-year-old boy playing with matches, whose father, a caretaker at Carousel Ranch, still works at the Agua Dulce horse ranch."

Ms. Tomey states, "We are truly not responsible for starting that fire. We were closed, we had no control, it wasn't a child from our program, it wasn't our employee and it wasn't on the property."

I am shocked by Ms. Tomey's statements in this article. Does she truly believe that Carousel Ranch cannot be held liable for this criminal act?

I have to suspect that Carousel Ranch does not carry liability insurance though it appears to be an employer. I'm all for Carousel Ranch's goodwill and generosity given to the special needs of kids, however, given the information printed in this article, I feel little sympathy for Ms. Tomey or Carousel Ranch.
