Santa Clarita’s policy is to shop locally whenever possible

In response to a recent letter to the editor regarding Santa Clarita’s purchasing policies, I wanted to correct a few misstatements.

The city takes great pride in being responsible stewards of public funds and is dedicated to shopping locally whenever possible. However, as a general law city, Santa Clarita is obligated to follow both state and federal guidelines for purchasing goods and services.

Every purchase for goods and services is vetted through the local preference ordinance, and shopping locally is our first choice whenever possible.

The city adopted Resolution SCMC 3.12.205, “Support of Local Businesses,” which enables local businesses (those located strictly within the city’s borders) with qualifying quotes and bids (except Public Works projects, which are awarded by state and federal statutes) to match a non-local vendor’s pricing if they are within 10 percent of the lowest bid.

If the first local vendor does not wish to match, then the next local is given a chance. and so on.

Each year the city hosts a free “Vendor Outreach” program in which the city’s purchasing staff invites businesses to attend. Staff provides a wealth of information on how local businesses can do business with the city.

The program is also used to register businesses with the city’s electronic database called “PlanetBids.” The citybegan using “PlanetBids,” an electronic bidding website, for all solicitations, allowing local vendors to be immediately notified of any bids or quotes for their goods or services. 

This service is free to any vendor wishing to sign up through the city’s website. Today, more than 290 “local” vendors are registered.

Both the Chamber of Commerce and the Valley Industrial Association were given detailed notifications so their members could be included in the program.

The city has worked hard to bring in local vendors. We hope this information will help illuminate the city’s purchasing process.
