No phone enforcement

On Wednesday, March 4, on my trip to the doctor from Valencia to Burbank, I observed 67 cars that had either no headlights on or the driver was talking on a hand-held cell phone.
Four Highway Patrol cars and three sheriff's cars drove by but never pulled a driver over or ticketed them.
Why? Has everyone forgotten about the laws that have been passed, or don't we give a damn?
Maybe we need a really fantastic traffic pileup with 30 dead for people to get the message.
