Hart district discusses changes to inter-district transfer policy

Members of the Hart district board reviewed proposed changes that would lessen some of the restrictions the district's transfer policy during their meeting Wednesday night.

Though the general policy of the William S. Hart Union High School District is still to not enter into inter-district student transfer agreements, the revised policy would eliminate some wording of the policy including the provisions that the district “discourages transfers into the district” and that such transfers will be approved “in cases of extreme need,” according to the proposed wording of the policy.

“With the items that have crossed out we're basically opening it up a little broader to allow staff to review these requests on a case-by-case basis,” said board member Steve Sturgeon.

Wednesday's review was part one in the process to actually approve the revised language. Board members will vote again on the changes during their meeting Aug. 21.

Out of the approximately 23,000 junior high and high school students in the Hart district, only 42 are inter-district transfers this year, according to statistics from the district.

Of those, 19 are transfers from the Acton-Agua Dulce Unified School District, while another 10 come from schools in the Antelope Valley.

District spokeswoman Gail Pinsker said that number could grow since there is still a week to go before school starts.

The district had more than 60 students who were inter-district transfers in the past two school years.

Pinsker said the decision to update the policy was a combination of normal policy review and the recent action by the Acton-Agua Dulce district to allow the Albert Einstein Academy for Letters, Arts and Sciences to open an elementary school in the Santa Clarita Valley.

“It's a little bit of both,” Pinsker said. “There's always a conscious review of policy.”
