Los Angeles County probation officer among 6 charged in child care scam

A Los Angeles County probation officer, his ex-girlfriend and four others have been charged with conspiracy, grand theft and perjury in an alleged child care fraud scam that cost taxpayers $1.6 million, the District Attorney’s Office announced today.

Probation officer Frank Elliott Boyd III, 48, and his ex-girlfriend, who prosecutors describe as the mastermind of the scheme, are among the six charged in
BA413763 with conspiracy to commit grand theft, grand theft and multiple counts of perjury. Boyd’s 44-year-old ex-girlfriend, who formerly lived in Inglewood, has not been arrested yet.

Deputy District Attorneys Deann Rivard and Richard Ceballos with the Public Assistance Fraud Division are prosecuting the case.

Boyd and four others allegedly set up home-based licensed child care centers and recruited parents to apply for subsidized child care with the state’s Department of Education and the county Department of Public Social Services through Crystal Stairs Inc. Child care services were never provided, prosecutors allege.

In return for falsifying applications, employment verification forms and child care attendance documents, the parents allegedly received kickbacks from the defendants.

Boyd is scheduled to be arraigned Monday at the Foltz Criminal Justice Center, Department 30. The Redondo Beach resident is being held on $420,000 bail. Also scheduled to be arraigned on Monday are Nikita Monique Harrell, 37, of Hawthorne and Kevin Twain Williams, 49, of Inglewood.

If convicted, Boyd is facing more than 20 years in state prison.
